Rollin Cook
Rollin Cook is Governor Ned Lamont’s Designee to become the tenth Commissioner of the Connecticut Department of Correction. Commissioner Designee Cook’s experience in the field of Corrections spans three decades. Prior to being selected as Connecticut’s Commissioner,he was appointed by Utah Governor Gary Herbert, in 2013, to be the Executive Director over the Utah Department of Corrections. He honorably served in that position until his retirement in May 2018.
Leading up to his appointment as Utah’s Executive Director of Corrections, Rollin Cook worked in Salt Lake County’s Corrections system for 23 years, having joined the county as an officer in June 1989 and working his way through the jail’s ranks - from officer all the way up to chief deputy.
Throughout his career, Commissioner Designee Cook has focused on the effective treatment of offenders as an avenue to humanely help them overcome struggles in order to safely and successfully reintegrate into their communities, enabling them to once again support their families and loved ones. A highlight of his year’s working in the Utah county system was his efforts to repurpose a closed jail as a therapeutic-style facility with comprehensive offender programming.
Another one of Commissioner Designee Cook’s top priorities is the empowerment of correctional staff - improving workplace safety, as well as employee wellness.
Commissioner Designee Cook is also a criminal justice, corrections and public safety consultant and executive leadership coach. He has collaborated closely with the National Institute of Corrections and is a nationally recognized consultant, trainer, and motivational speaker on corrections-related topics. Additionally, he also has experience conducting security audits, operational assessments and administrative management reviews.
Rollin Cook is a native of Utah, who was heavily invested in his community through scouting, helping troubled youth, coaching youth sports, and as a committee member for Autism Speaks.
Commissioner Designee Cookhas earned a Bachelor of Arts Degree in Criminal Justice, and a Master’s Degree in Business Administration.
